The Capital Complex Building Renovations for Remote and Office Workspace Study (ROWS) initiative includes significant renovation projects at the Lee Metcalf Building, the Mitchell Building, and the Walt Sullivan Building on the Capitol Complex in Helena, MT. The goal is to modernize state office space by consolidating departments, addressing deferred maintenance, and creating more efficient workspaces to improve productivity and reduce operational costs. The design complied with ROWS requirements and State of Montana High Performance Building Standards.
Renovations on the 15,000 square foot Mitchell Building second-floor east wing were completed in January 2025. The 10,000 square foot fourth-floor west wing renovation and bathroom addition for the Legislative Audit Division (LAD) is currently underway. Renovation of the remainder of the Mitchell Building is under design, with construction scheduled to begin in the fall of 2026. The Metcalf Building renovations are currently under design, targeted to attain LEED Silver accreditation, and construction is scheduled to begin in 2025. The Walt Sullivan Building renovations are under design and will include a new chilled water plant, and new elevator sump pumps, new power, lighting and fire alarm and will be designed for LEED Silver accreditation.
